On Tuesday, March 10, the TA Bargaining Committee reached a verbal tentative agreement to settle negotiations that have been ongoing for 19 months. However, a vote on whether or not to ratify it has been postponed indefinitely.
AGSEM’s mandate for the Bargaining Committee included the following priorities:
- Protections against harassment and discrimination that extend the provisions of the Sexual Violence Policy to TAs
- Minimum standards for TA budgets that reflect increasing undergraduate enrolment
- Paid leave for maternity and paternity that is commensurate with what TAs receive at our peer institutions
- A healthcare indemnity that is commensurate with what TAs receive at peer institutions
- A wage increase that matches the increase in the cost of living, offsets the scarcity of affordable housing in Montreal, and approaches parity with our peer institutions
- FAIR and HONEST graduate funding packages, which make a clear distinction between funding and employment to stop our departments from clawing back our raises and stealing our wages.
The tentative agreement does not address most of these mandates, but the bargaining committee felt that McGill had stalled for almost two years without giving us a fair offer. A tentative agreement is not binding in any way, and does not signal that the union accepts the offer. A tentative agreement simply means that both parties agree on the final version of the offer which will be presented to the membership. It is time for the membership to make the call on whether the result of the negotiations fulfils their mandate and expectations.
The TA Bargaining Committee planned to present McGill’s offer to the Delegates’ Council at a special meeting preceding the March 25 General Assembly, and then to hold a Special Unit Assembly the following week for all TAs to vote on whether or not to ratify this agreement. The subsequent escalation of the COVID-19 risks and the restrictions put in place by the province and by McGill have made this impossible for the time being. We also want to make sure that this ratification happens in a safe and democratic manner. The Bargaining Committee knows that this is not ideal and shares your frustration. The Bargaining Committee will call a Special Assembly as soon as it is possible to do so, prioritising the health and safety of our members as well as union democracy. It is possible that we will not have that opportunity until the Fall semester. The Bargaining Committee understands the disappointment of TAs who have sat through McGill’s stalling tactics for 19 months. For now, the union’s officers have shifted to response-mode. This page will be updated regularly with the latest information available to us regarding the government’s and University’s restrictions, the healthcare options available to McGill graduate students, information about your labour rights, and mutual aid. Le comité de négociation des auxiliaires d’enseignement a conclu une entente de principe verbale avec McGill, mais un vote de ratification sera reporté indéfiniment.
Le 10 mars, le comité s’est entendu à un accord de principe verbal pour régler les négociations en cours depuis 19 mois. Le mandat de l’AÉÉDEM pour le comité de négociation comprenait les priorités suivantes :
- améliorer les protections contre le harcèlement et la discrimination qui étendent les dispositions de la Politique contre la violence à caractère sexuel pour les auxiliaires ;
- établir des normes minimales pour le support à l’enseignement qui reflètent l’augmentation des inscriptions au premier cycle ;
- obtenir des congés payés pour maternité et paternité proportionnels à ce que les auxiliaires reçoivent dans les autres grandes universités canadiennes ;
- obtenir une indemnité pour les frais de santé proportionnels à ce que les auxiliaires reçoivent dans les autres grandes universités canadiennes ;
- gagner une augmentation salariale qui correspond à l’augmentation du coût de la vie, compense la rareté des logements abordables à Montréal et approche la parité avec les autres grandes universités canadiennes ;
- s’assurer que nos enveloppes de financement sont justes et honnêtes, qu’ils font une distinction claire entre le financement et l’emploi et qu’ils empêchent nos départements de récupérer nos augmentations et de voler nos salaires.
L’entente de principe n’adresse pas la plupart de ces mandats, mais le comité a estimé que McGill retardait les négociations depuis près de deux ans sans nous faire une offre équitable ou définitive. Il était temps que les membres eurent leur mot à dire. Un accord de principe n’est nullement contraignant et ne signifie pas que le syndicat accepte l’offre. Cela signifie simplement que les deux parties s’entendent à présenter la version finale de l’offre aux membres. Les membres doivent maintenant décider si le résultat des négociations rempli leur mandat et leurs attentes.
Le comité de négociation sait que ce n’est pas idéal et partage votre frustration. L’AÉÉDEM appellera une assemblée extraordinaire dès que possible, en accordant la priorité à la santé et à la sécurité de nos membres ainsi qu’à la démocratie syndicale. Il est possible que nous ne pourrons pas organiser une rencontre avant le trimestre d’automne. Le comité comprend la frustration des auxiliaires qui ont subi les tactiques de blocage de McGill pendant 19 mois et qui doivent maintenant reporter leur droit de vote encore plus longtemps. Pour l’instant, les dirigeants du syndicat se concentrent sur la réponse à l’urgence. Cette page sera mise à jour régulièrement avec les dernières informations à notre disposition concernant les restrictions du gouvernement et de l’université, les options de soins de santé disponibles pour les étudiant-e-s aux cycles supérieurs de McGill, des informations sur vos droits du travail et l’entraide mutuel.
